City Closures, Restrictions, & Information

First, the City of Madison understands that, due to COVID-19, there may be circumstances that will impact the financial situations of our customers. To assist our community, effective immediately and until further notice, we will not disconnect utility services from any customers. 

We ask that if you need additional time to pay your bill that you please contact Utility Billing at 605-256-7504 to work out a payment plan.

  • City Hall/Finance: Open. Please use our contact-free services as much as possible!  
  • Engineering: Open. Please use our contact-free services as much as possible!
    • Call 256-7514, 256-7513, or 427-1979 or email chad.comes@cityofmadisonsd.com
    • Any items for the Engineering Department can be placed in the box beside door. 
  • City Hall/Utility Billing: Open. Please use our contact-free services as much as possible!
  • Madison Public Library: CLOSED TO THE PUBLIC. Staff is still available to assist with curbside pickup and dropoff of items. 
  • Community Center: OPEN - WITH RESTRICTIONS
  • Madison Recreation: All programs have been suspended and will be re-evaluated in the future.  

  • City Armory: Open.

  • Utilities Department: OFFICES CLOSED TO THE PUBLIC.
    • Call 256-7521, option 3 for Electric. 
    • Call 256-7515, option 4 for Water & Sewer.
  • Streets, Parks, Solid Waste & Recycling Departments: OFFICES CLOSED TO THE PUBLIC.

  • Recycling Center: Open.

Clarification - Daily Leader Article 5-20-21

Clarification of 5-20-21 article on front page of Madison Daily Leader: Madison commissioners approved a resolution allowing for a surcharge of up to $6.00 to come out of the wastewater base fee. It is not an additional fee added to the utility users’ monthly bills. This surcharge pledges the use of up to $6.00 of the base fee toward the bond repayment.
