Subject: Water System Improvement Phase 1A – Pre-construction Letter 

I am writing this letter to provide information on the above referenced project which is planned for construction adjacent to your property.  The construction is scheduled to commence on Phase 1-1 of the project, as shown on the enclosed phasing plan, on or about the week of May 25 through May 29.  J & J Earthworks, Inc. is the City’s contractor and their contact information is provided below.

The project will involve full reconstruction of the roadway including replacement of the existing asphalt surface, storm sewer, sanitary sewer, water mains, street lighting, individual water and sewer service upgrades, and minor sidewalk replacements.  Tree removal will be limited to trees within the Right of Way (ROW) and as limited, as reasonably possible, to accomplish the work. 

J & J will be allowed to fully close approximately four blocks of the project at one time; however, access to alleys will be maintained at all times unless working across front of the alley.  Alley closures will not be before 8:00 AM and opening of alley will be at the end of each day.  Before proceeding beyond four blocks, it is anticipated that temporary street surfacing will be provided prior to permanent street surfacing being installed.  It is anticipated that Phase 1-2 of the project will have curb & gutter installed but with temporary surfacing throughout winter months.

Sidewalks will be maintained with a maximum of one block walking distance provided at all times and sidewalk removed for construction purposes shall be reopened with temporary surfacing materials.

The City of Madison will maintain a location on the City website where information related to the project will be available for weekly updates. This can be found at 

Garbage service will remain unchanged for those that have alley access.  Residents without alleys will be required to bring carts to the nearest open intersection for collection.  Recycling will be collected at the same locations as garbage until the street is reopened, curb to curb.  For questions or clarification about garbage or recycling please contact the public works office at 256-7515.
